Northern Honshu Objective - Transport between Kyoto & Tokyo - Bugged?

I am in the third phase of the Northern Honshu Scenario. I have only to complete the objective Transport 50 Passengers between Kyoto & Tokyo in a quarter. Either it's bugged or I'm missing something.

The Date is roughly November 23 and the objective meter reads 49/50. I have a train just about to enter Kyoto. After unloading, the meter goes to 45/50. Another train unloads in mid-December. The meter goes to 39/50. Why the hell is it going backward?

I have seven trains running Tokyo <-> Kyoto with no other stops.

Yes, that is strange, anyway, i had 10 trains running to get this goal.

Finally was able to complete the objective. Somehow, managed to get the 50 passengers two quarters later. Oh, and the meter never goes to zero a the start of a new quarter. Go figure.

Just put more trains, delete them afterwards. I usually run 20 trains or more for such a task, one after another, trains with max. 2 passenger cars, no mail cars.

That wasn't my fail point, had a couple of trains with 5 cars manual load pax only.
