Report a translation problem
I give up. It's unplayable as it is, for me anyway.
Seems nobody playing RE and reading this thread and willing to share help has read it within the last two days. With the information you gave no one who hasn't actually experience this behaviour could really help you other than starting wild suggestions.

It's as bad as I describe. I've made sure mouse drivers are up-to-date (both of them), and currently installing the latest Windows feature update (version 2004) to see if that fixes the problem.
I'm just as confused as you guys are. It's not "weird" mice we're talking about here: a normal Logitech USB mouse and a MS M300 bluetooth mouse, both bought within the last year.
EDIT: The Windows update didn't help at all.
While I have a Performance MX, there are some applications which run more smoothly when SetPoint is running. Never had your issue, just a general observation for over a decade.
Do you have another machine you could try it on to see if it might be an issue with that particular machine (hardware/software/firmware)? I get quirks with my machine sometimes like that. At least it might narrow down where the issue is.
I'd bang my head against the wall, but it would hurt.....

EDIT: I made a Support Ticket. (Crossing fingers....)
After some testing, here's what I found out. If I click once on a spot of the map, hold the LMB down for a count of 5 or 6, then click again, it acts like it's suppose to (the signal, station, whatever) is placed. This only happens when clicking on the map- all other screens are fine, and only LMB clicks on the map the game has trouble responding to. If I don't wait and just keep clicking the mouse, it game ignores them.
I've sent the Helpdesk a Dxdiag, and let them know the above, but I've not heard back from them.... yet.
