This may hinge on the precise requirement of "supply to." I'm not sure if they would need to be delivered directly to a Toronto Station, or if delivering to an attached (player built) Warehouse and then having them automatically transfer to the City would count. In some cases there are specific special warehouses (game makes them) that accept the quest goods.
When you talk about goods being "sent back" where were you delivering them? For normal play, goods will never be sent back except if the train is running between two player built Warehouses, in which cast the game tries to keep both of them supplied. This can be prevented by prohibiting the goods from being loaded on trains in one of the directions.
Sending coats from Saguenay WH using the freight setting it won't pick them up, presumably because the Toronto store is showing '!'; it is already full.
Sending by manual method the coats are picked up from Saguenay but even though the manual setting for Toronto was set to all unload they were not unloaded, which is what I mean by sent back. The same happens if I try sending from the Toronto WH to Toronto city.
All I can do now is go back to an earlier save before the part 4 tasks were given and no coats had been made at Saguenay. I can only assume one of the parameters to test this task has not been set correctly and trying again from this earlier date without sending any coats till asked to do so might fix this.
You say "17 in Toronto City" ... are they making them there? If they are making tons of them in Toronto and already meeting the City demand, you'll be hard pressed to bring more in for the task. If that's the case, how did the factory get there?
Ist been a while since i played that, just an idea,
So work on increasing the size of the city, so the population will want to buy more stuff. If you increase the population by 50%, you will increase how fast they buy by 50%.
