Report a translation problem
I think you are seeing the industry that was built earlier in red when you hold a new building over the city, and the red is there to let you know where the industry is already located.
Industries that you own & place will not auto-move when placing a newer building later on.
Industries that you dont own, will auto-relocate when placing stations within a city.
So I am always careful to avoid buying an industry until I know I have two of my stations inside the city.. even if I dont need two stations, I always buy two, because one is used as a placeholder. Then I start buying industries.
Disclaimer: I dont have Japan scenario yet, and rules may have changed in ways I havent tested.
Other times, keeping that save, (then choosing another save back in time a few steps) and starting a new run (for comparison) may find that enough variables change that it doesnt happen again.
Finally, if it happens consistently, its most likely a bug which needs to go to the bug reports.
The bad news is, devs are now focused on the next project for the most part.
