Hi Spooky Fox, thank you for the reply, I appreciate a caring and involved developer.
Here are my specs:

Also, I get no error message upon failure to start up.
I should also add that I currently have about 100 hours in the game, Ive owned it since release and have played it for some time and own nearly all the DLCs. In the past, I never had a problem with start up, so this is definitely a new issue. I have not attempted to play the game in about 6-8 months Id say, so im not sure if there was an update or something that makes it incompatible.
1. Copy all your save files from 6-8months ago to a different drive then delete on the current drive.
2. Open settings and turn off "cloud saves". This will cause both A & B below:
A. This will temporarily avoid uploading any new save files to the cloud. (some games change how new saves are created, and old saves before the update might cause issues).
B. This will also temporarily disable downloading cloud saves (which are from old updates to your fresh directory).
3. Try to completely delete the now empty save directory, the entire game as well.
4. Do a fresh download/install - but make sure cloud saves are still off before starting a new "test" game (assuming things now load!).
5. At any point if another solution comes along and/or if this doesnt help, you can reverse these steps to get your old stuff back.
It says "The code execution cannot proceed because MSVCP120.dll was not found. Reinstalling the program may fix this problem"
But ive tried reinstalling multiple times with no luck so im still no sure what the problem could be
