If your task is passengers and/or mail your approach to meet the goal should be outfitting trains with dining coaches and mail cars once they are researched. Any freight train hauling food should have refrigerator cars added once they are researched. Your running of extra trains and dedicated tracks are good ideas as well.
If the task requires a TOTAL company value or profit of 2.5 M, then this would include passengers, freight, mail, AND industrial output as well. You have to buy the industries and "feed" them the necessary resources, and ship (or should I say train) these industrial resources to cities that need them to meet the 2.5 M profit goal.

Mudfrog - thanks for reminding me about Adykyn's videos. I've seen a couple of changes between the current game and what he uses (his videos were made during early release, when things were somewhat different). Gave me a couple more ideas to try, however, so thanks!
