How to unlock achievement Trackatouille: Connect all cities in the region of France

I have played both the campaign siding with the Politican as well as the General, but I can't connect all the railway stations because some are locked like Metz. How do I connect them all?

Did you unlock the territory?

Depending on who you side with, some territories will remain off-limits. You can never buy access to those. If you start the map in Free Mode you can access all cities.

so to get the achievement do I have to play in free mode?

Claiming a DLC is bugged while believing you can't achieve something you don't know whether it even exists.

If you believe something check it out, especially when it's as easy as clicking on VIEW ALL ACHIEVEMENTS and Ctrl-F France will show you Trackatouille: Connect all cities in the region of France. Instead you're stating a bug which you didn't post in Bugreport-Subforum but in General Discussions.
Haven't played France yet made me wonder when I saw you're bug report nearly a day before. And now you're asking gardlt whether he means what he has said. I perfectly understand his short and precise answer to a question you haven't asked in the first place.

Do any future reader a favor and change the topic to "How to unlock achievement Trackatouille: Connect all cities in the region of France." or something meaningful and mark gardlt's "post as topic answer".

not being able to get the achievement in the scenario should be mentioned. I used many hours to try to get the achievement. Is it not a bug in the game when you can't unlock an achievement?

Again, I haven't played France yet but I have played Mexico. And you stated that you have been siding with the Politican as well as the General. Thus you simply should know that you can't connect every city in a scripted "scenario". I'm pretty sure you know about game mode "Free mode" which offers you other possibilities, less restrictions. And still you're claiming a bug instead of accepting the well written answer by gardlt. 0.1% of all players were able to get the achievement and you're just not one of them. Making false accusations won't make it better.

And again, you have a question, ask, there are a bunch of experienced players who are willing to help out. You wanna help, too? Change the topic to "How to unlock achievement Trackatouille: Connect all cities in the region of France." or something meaningful and mark gardlt's "post as topic answer".

I sided with both, but I expected the rest of the map to open up once I won the scenario, which it didn't. I am not a games developer or a modder, so i sincerely thought this was a bug, instead of a design feature.

yes adding it to the achiveement text would have been very helpful

You probably realize this, but there is an achievement that mentions Free Game mode. You will need to complete a Free Game as President to achieve this one.

Connect all cities is a "generic" achievement. The other DLCs have similar. In my opinion it's up to the player to work out the best way to unlock achievements. Because a Free Game is needed I don't think it's too much of a problem if you have to wait for that to unlock Trackatouille.
