How do I get more packages?
I need to get 55k more packages hauled in the next 17 years. Although I've robustly developed around Liverpool/Manchester, I don't actually know how packages are generated? Are they what the industries produce?

And if that's the case, would I be better off enlarging the industies I own in Liverpool and Manchester, which is 2 in each city, or devloping new cities?

Packages = Mail

So grow the cities with whatever recources are needed by the communities, and set a priority for Mail on city-city lines.

Also, unlike freight, passengers and parcels will transfer in cities to get where they're trying to go.

Just connect as many cities as you can and grow their populations and you'll increase the amount of packages being shipped around.

Don't know about this DLC, but usually there are innovations which increase mail.
