1. Grow your cities very large, should be aiming for 200k+ on average
2. Take all the tech cards that increase revenue, 1830-1930 game mode has a lot less but then they become more important
A few months back I had a goal of $82M per year on the Free USA map in the 1830-1930 mode. Since the 1.5 update that allows warehouses to "connect" to cities and/or resources, there's heaps more capacity which will make things easier.
