my boltimore population is stuck at 95,480 and goes up and down a bit , what can i do to increase it to 100,000

There's a handy little list that will tell you exactly what the city wants. Click on the left panel after opening the city view and look. You will likely see some resources or goods at zero. You will also note that each item in the list beyond the beef and beer basics has a population level when it becomes available and cities want it.

So yes, you likely need to get more (different kinds of) goods into Baltimore (in sufficent quantity for the demand to stay met once you initially meet it).

i agree with what dsd said, I had the same problem myself with Atlanta. As long as you make sure you are delivering what the city demands you'll have a large city on your hands

And remember to EXPORT goods. Otherwise industry ceases to a halt.

Try to alternate industries so cities can swap produce.
