Report a translation problem
First, is there room in Denver for the cattle? If the "warehouse" in the city is full the consist will not be made up. This will happen when the warehouse is full of meat and can't produce more thus not using any cattle. If that's the issue, start hauling that meat somewhere and the factory will start slaughtering again.
Second, to fix the problem with the empty train going back and forth, change the minimum consist for the stop to the value you want, 8 if there's only one train stopping at the cattle yard. Then what you'll see is a warning triangle with "Train Loading" on it while the train loads up to the minimum _if_ there is room at the station. It'll stay at the cattle yard and not proceed to Denver until there is room for the cattle.
