Gives you time to organise yourself and then deliver from there later.
For Fuel I place a factory in Louisville and run the oil. If Louisville jumps an industry early, or if I get caught dilly dallying, the Island can take one instead. Last play through it generated one for me. It's not much harder to to ship oil there.
As long as I can get the direct steel and fuel to Chicago and then Toledo hooked up the steel flows just fine. If I delay getting the Autos moving, the steel stagnates and I don't get enough of it delivered. Happens when I get ahead of myself and over extend...

It aint a matter of getting the money to build the steel factory and produce the 30 loads. You need to have somewhere to ship it to. After all if nobody wants it, you cant ship it.
So you need to get a jump start on the auto industry. You need to get a gas refinery and deliver it to Chicago to make cars, then you need to ship those cars to Toledo to the auto export. Then that creates demand for your steel to be able to haul it.
The hard part is going to be getting all of that set up AND beat the timer to get 3 cities to 120,000 population.
This may have been patched out. I delivered over 30 to warehouses linked to towns and none of it counted. Perhaps the town has to draw from its linked warehouse for it to count.
Mission complete.
Rush to Rochester, hopefully a steel mill spawns there. Then pass through Madison to ship to Chicago.
Then, I guess I made in toys in Madison too. That helped both the steel shipping and growth.
Also, it helped me put off building a refinery until a couple months later since I already had a use for the steel.
Oil comes from southwest so whatever city you want down there..
I hadn't gotten Toledo to 200k yet. Didn't need to for president with normal pause.
