Chapter 1 billboard bug :(

I wanted to go back and replay this, but during the sequence where you are forced to mark a target hiding behind a billboard to have your sniper kill him, nothing is working. There is no "triangle" that I have heard other people mention. The middle mouse bind doesn't work. I changed it to a different key and then that key didn't work either. I am frozen in this position, unable to do anything but vault back and forth over the obstacle I am glued to until additional enemies spawn and shoot me to death.

I have seen other people on these forums saying that they fixed related issues by reducing resolution and video quality, but these have not solved the issue. I already validated game files successfully. Any ideas?

you need to cap the max framerate for the game to 60 fps. you can do this in the Nvidia control panel or in Rivatuner if you have this

I just had that problem, and what fixed it for me was changing the game to windowed.

The game itself does not offer many graphics options, but you may be able to change the V-sync. But from the sound of it, it's not a graphics problem. You are still in the first 15 minutes of the game. I would suggest starting a new round with the desired settings. Many people play on a 1900x12..... resolution, standard. I play the game on 2550x1440 and have increased some settings in the files themselves. It runs without any problems for me.
But I think it depends on what you are playing on. Players with laptops and mobile often have problems.

As a small starting point, go to My Documents -> My Games -> Spec Ops -> SRGame --------, delete the "Config" folder and start a clean game. Maybe your settings have resulted in something that the game can't handle.
