Select the game from the libery > Props > local files > re-validate the files.
Second > go to the game folder > xxxxx:\SteamLibrary\steamapps\common\SpecOps_TheLine > run as Windows 7

My built is a W10 - had the same error until I did this. Can run it fine without errors.
