Instant fps drop when looking around

Whenever I aim or look around my framerate drops and I get very annoying stuttering. I don't know why. Could it be the motion blur? It certainly feels like it. Anyways, any help would be appreciated. I'm running the game in 1440p (downsampled) on a 6 GB GTX 1060.

Is it really dropping or just seems unsmooth and stuttery when you look around? If it's the latter, then yeah, it does that. No idea why. Seems to be a frame pacing issue rather than actual frame drops. I complained about it for a long time after the game came out. Closest I can come to solving it is to A) play in windowed mode, or B) play on WinXP. Neither are ideal for obvious reasons.

It is dropping according to my fps counter but it feels more like frame hickups and stuttering. The game frequently pauses for a split second whenever I move the camera. It only stays smooth when I move it very slowly but that is obviously no solution. Just wanted to mention that.

I will try to play in window mode and borderless mode. Thanks.
