Why the Dubai people speak Farsi ?
Did the developers not know that Dubai is a city in Emirates. And people of Emirates speak Arabic ?

There are many people in Dubai who speak Farsi, particularly Iranians, and IIRC Lugo points out that the first rebel squad you encounter speaks Farsi to you.

Well, you already know that Captain Walker is nuts, and most of the events of the game are allucinations.
In the beginning of the game its said that he served in Afghanistan (where people speaks farsi), so when he arrived to Dubai, he was already shellshocked as ♥♥♥♥.
He was projecting his trauma from his previous war.

I like this theory, and it could go either way. Captain Walker was clearly a ticking timebomb from the start, but it's possible that they were speaking Farsi due to the amount of immigrants from Iran.

I always assumed they were guest workers. The whole city is about to fall and the government didn't prioritize the lowest classes of people.

in afghanistan they speak pashto , so most likely it just is immigrants that were not lucky enough to flee the city
