What is the title/menu screen all about?

The title screen initially shows a person waiting for something. It keeps changing during the course of the game. Sometimes he is there and sometimes he is not, sometimes he is aiming at something. Towards the end of the game, he is dead and the buildings far away are destroyed. What does this signify and who is that person? Also if you select Select Mission, the camera pans to the inside of that building which shows a big table with a replica of the location of the entire game. Does this mean that the guy was planning and waiting for something?

The title screen seems to show the condition of Dubai depending on your progression. The guy seems to be one of the 33rd snipers i guess ? And the location replica may be just a map they're having really.

This sniper has nothing to do with how Walker looks like LMAO
It's just a sniper from CIA or the 33rd.

The flag is a psychological reference as when it's upside down it signals a distress. The menu screen is also used as a start of the first cinematic/mission which is a very nice touch!

In the 3rd to last frame when the burning starts, this is the aftermath of Delta's antics with Walker firing the mini-gun on the helicopter at the end of Ch. 12. This causes many enemy helicopters to crash into buildings and start fires. During this event was also a sand storm, so the sniper would have been taking refuge during it. He must have not yet emerged after the storm in this frame.

In the 2nd to last frame, this is after Lugo is dead and they are assaulting the Bridge, the sniper is now dead on his back with a pool of blood under him.

In the last frame, it is smokey in the air, there is rubble on the sniper's ledge, and several buildings are collapsed indicating a decent amount of time has passed.

So what happened to him? He was shot by someone, but it couldn't have been Delta since they were nowhere near him at that point. It could have been an insurgent, but I don't know if they have the equipment or the skills to hit him that far up.

Another possibility is when the sniper was missing from the 3rd to last frame, he was looking to see if it was still possible to get back down his building. If one of the helicopters crashed into his building he may not be able to climb down, or the fire is burning and rising. So he might have shot himself rather than be choked by the smoke and heat. Given the rubble on his ledge in the last frame, perhaps that is what happened.

Delta killed the sniper during the helicopter chase sequence or during the sniper combat to get into the Radioman tower. Go to the main menu at those points and you will notice.

The sniper in the beginning is just providing overwatch, later as Delta starts making themselves known, he focuses on tracking them. He dies in the sniper combat before you get into the Radioman tower. After that, the crows and the decay of both corpse and building reflex what Delta does until the end of the game.

If I remember right it the story of Joe the sniper, someone said back in the day that putting the flag in reverse means that you are asking for an extraction/help, as mentionned above they died at some point.
