This is an anime fighting game. We can't follow the rules of the lore and be realistic at the same time. In the context of the story, guns have negligible power. Daidoji and Rin are the strongest of the playable characters, like nameless said.
Other characters have crazy powers at times. Murasaki yes, and Hibari can supposedly hypnotize people with her eyes. The story of Shinovi sort of suggests that Asuka and Homura got to be two of the most powerful.
But the games don't even follow their own rules half the time. The strongest character is just whoever the player happens to be controlling for that level.
