Only Ayame, Kagura, and Naraku have shinobi transformations as they are characters from the Senran Kagura universe, while Ayane and the Ikkitosen characters don't have transformations as they are guest characters but they still have access to shinobi super moves just like all the other girls in their transformation state.
Also keep in mind that the dlc characters do not have any story missions added for them and are mostly going to be used in missions you already completed or in the online multiplayer.
Well, she's silly, and her breach art at its highest level has invincibility while casting, can be followed up with an ariel rave when enemies are knocked back by the shockwave, and it fires 8 high-speed homing bolts. It takes some leveling before she gets there though. At lower levels her breach art is actually trash.
Otherwise Ayame, Ayane, Kagura, Kan'u, and Ryofu are all solid characters. Naraku is a bit underwhelming (she's still fun to mess around with though).
otherwise you can wait until they go on sale but who knows how long that will be, or if will be still be playing estival at that time
