As for the graphics card, I'm not sure about that particular model. According to this article:
http://www.tomshardware.com/forum/380163-33-what-video-card-intel-4000-compare
Intel 4000HD compares to Nvidia 8600 GS. I have run the game on an 8600GTS, and it can get a bit choppy with the Frame-rate, but it does fairly well otherwise.
I would recommend trying the FREE demo of my other game Anomalies: https://store.steampowered.com/app/546780/Anomalies/
If that works, then this should work. You could also purchase it, try it out, and return it if you don't get good performance or it does not work properly.
There is also a discussion about fixing one type of error that did occur with Windows 10 users here: https://steamcommunity.com/app/502720/discussions/0/2183537632757531355/
Also, I would recommend installing it in a folder that is not in your main Programs folder. The game creates a directory for saved games, and some versions of Windows will prevent this from happening in the main programs folder.
