I don't know how tech savvy you are, if you haven't been into PC gaming long enough to know that the config file is the first place you should look when you're having that kind of trouble I'm going to assume you might not know. The users folder is on whatever drive your Windows operating system is installed on, usually the C: drive. username is whatever your user name is. App data is a hidden folder, you'll have to have hidden files and folders set to show. If you don't, you can google that easily enough, it's really easy. Find the file:
GameUserSettings
it's a configuration file type, you can open it with note pad if you want to try inputting some custom settings. The smart thing to do would be to make a back up, although if your back up is a back up of a broken config file then maybe it's kinda pointless. Anyway, make a backup and save it somewhere else, then after you edit the config file, save, and launch the game. However, what I would try first is just delete that file. Don't delete it permanently, just send it to the recycle bin. Then when you launch the game again, it should force it to create a new config file with the default settings. If that doesn't work, try changing some settings in that config file manually, you can restore your deleted file, or copy and paste your backup. I would say your problem is probably related to HDR. Try disabling HDR if you're using it in Windows on the desktop, disable or enable in the game, change the settings. That's where i'd start if the trouble persists.
