Does the discounted game have those or are they stashed in some other DLC?

No. Either buy the Season Pass, or those 3 DLC:
- Unexpected Visitor
- Anchorhead Raid
- Ten Million Relief Plan

The Season Pass gives you the three missions above and 3 DLC planes.

Also, the DLC missions happen between Missions 13 and 14 of the main story.
