How to set up a 1v1 in multiplayer???

Is this impossible now? Currently, with the following room rules selected, I can't start the match with the other player (I've checked to make sure they're ready)

Rules: Battle Royal
Change Team: Disabled
Stage: Fort Grays Island
Hot Join: Disabled
Total Cost Limit: Unlimited
Special Weapons: Enabled
Private Room; ON
Your Team: -- (for some reason i can't change this to anything)

The selection that says "SORTIE" at the top of the screen is grayed out, with the message "The number of players required to sortie has not been reached" at the bottom...

What needs to happen? I've played against only another single player before.. what am I missing now? I've noticed the "current room members" at the top of the screen says 1/4 for battle royal, can this be changed? Under what conditions could a match have been started before with only 2 people, because I recall not having to wait for 4 people to start the game

Set the room for 2~8 or something like that. Basically when you set a room to 1/4 max the game thinks you only want to start as soon as you get 4 only. The other settings are kind of wonky so just stick to 2~8. You can't change teams in battle royal since it's not a team based gametype. 1v1s are just Battle royals at 2 players. Setting to room to 2~8 is done at the room creation screen so I don't know if you can change that if the host migrated to you.
