You may also want to remove Chromatic Aberration (which will clear up your entire screen) by dropping these lines:

Actually you're my much better off adding the following for draw distance/pop in and better AA. I'd also add your suggestion for chromatic abberation although I wouldn't set texture streaming to false. Setting AF to 16 is fine though.
Just paste everything into the config ini file and you won't EVER see pop in plus you enable TAA for better anti aliasing without the texture blur. You can increase the AA samples if you have a GPU that can handle it but that's my setting for 4k. You can also tweak sharpness but a lot of people did a lot of testing to arrive at these values.

Pretty sure neither of these will help with what they're talking about. If its the same issue I have with them, My textures load fully, and while they're pretty good, they're still pretty low resolution when your playing at anything well above 1080p. And even then, they look like they belong in an older game with lower detail models. There are even gaps in a few of the models if you look at them from different angles (Such as one thats in the F-14's intake) and just plane low res spots on the textures themselves (the dark spot around the cockpit of the F-14 has jagged edges) that look like they were blown up and never touched up with the rest of it.
I'd almost swear they just ported some of the content from AC6 and enhanced a few details then tossed them into the new engine... While this was totally fine on consoles that really couldn't push higher resolutions or much better AA in the past. On PC and newer consoles, it sticks out pretty bad.

The issue you're talking about is just bad design not textures loading wrong or not at all. I'm playing at 4k on a 65inch OLED so believe me..I know exactly what you mean.
What I posted increases draw distance on everything which means no tree, structures or geometry pop in EVER. It draws everything in the map at Max detail with those settings at all times. It doesn't dramatically change the way the game looks but it does eliminate pop in which is always nice. It also ensures the max quality texture is used at all times
I also posted a way to enable TAA and sharpen the image without sacrificing much performance. It's a superior method of AA than offered officially by the game.

Hopefully someone figures out a way to replace textures in this game but I'm not gonna hold my breath on that one lol
Have you guys tried bumping you GPU control panel and seeing where that takes you?.
I've found in the past over riding in games settings for GPU makes a difference.
Thing is though that we should not be having to do this due to the nature of the game. I play AC6/7 every few days and find myself enjoying AC6 more.
AC6 feels like the speed is right, graphic fidelity aside, the immersion seems more apt for this game where in AC7 I don't feel like I am playing a finished product.
Something just does not feel right when you strip back the initial eye candy.

Having better AA is, well, better; better draw distance is great, too. However, it doesn't address texture issues. In any way.
Actually these do. A little. But in the end we need HD Texture Pack.

Without literally swapping the textures with new higher res ones there is no other way to enhance the visuals.
My suggestion makes sure the highest quality textures are loaded at all times no matter how far away from them you are. It also enables a superior form of anti aliasing as the games method of AA blurs textures a bit.
As for the post above this one that suggests turning texture streaming off.. that doesn't actually do anything in this game. There are tons of settings you can add to a UE4 games ini but just because they are there doesn't mean they do anything.
This game doesn't use that function at all but even if it did the settings I've added would already ensure texture streaming was disabled because my settings disable LOD changes and force max LOD at all distances.
So... With my tweaks to the ini that's really the best you will get unless Namco releases a texture pack or a fan figures out how to replace textures themselves. All you can do for now is get rid of draw in and enhance anti aliasing.
