2. Then put it on :
(place where you install AC7)\SteamLibrary\steamapps\common\ACE COMBAT 7\Game\Content\Paks
3. Create folder "~mods" in it.
4. Extract the mods in it.
Mods will be automatically loaded to the game. If you want to remove them, refer to ~mods folder and delete all the unwanted mods.
Perhaps you missed additional step(s) which I don't mention here? My instructions there are just general steps. Some mods require additional actions like complementary files or else, which are explained either/both on their mod page or/and downloaded file.
I bet you never heard of the notorious Grand Theft Auto series of games that'd been a victim of modding. GTA San Andreas became the most popular in game modding.

by definition trainers - not to mention most mods in general - are considered "third party software", so i'm not entirely sure what you mean
