Either Kono misworded his answer or the translator misunderstood. It wasn't that the team was too small -- it was that the Japanese version of AC3 sold poorly so they didn't have the money to fund the localization. There was a localization in progress, we have evidence of that in some pre-release news from way back in 1999 as well as the one woman who took part in some of that localization, and it was abruptly cut most likely due to that lack of funding from lackluster sales. Remember, AC3 sold exactly as many copies as AC2 did, despite it clearly having a much larger budget.
AC3 would require a full re-imagining, which functionally means making an entirely new game except your concept artists don't have to start entirely from scratch. Mission designers would still need to recreate "improved" missions, artists would still have to make new high resolution/ poly assets, and they'd probably have to bring in new or (knowing Japan) the original voice actors to re-record a redone script. Most of the old raw data assets probably aren't even still archived, games from that era were spotty about preserving code.
Literally everything you mentioned there can and also will be applied to a holy trinity remake. All 4 games would need to be done from scratch despite having something to basically copy from.
Add Fires of Liberation as well.
As for AC3, I would love to see a remake but it'll probably never happen.
Project Aces and Namco can get in big trouble if someone mods in an aircraft that PA doesnt have the rights to use. its complicated, thats why theres no plane modding in 7 as of yet.
