Come to think of it, I don't know much about how this actually works--whether it picks what's closest to the targeting reticle, or what's closest to the nose indicator, or what's closest to the center of the screen (in the event that you've moved the camera manually). The difference has never been relevant for me.
"Next target" is controlled automatically. It's a combination of proximity, and closest target to the centre of your screen that isn't already targeted. It will also try to not return to the original target you were targeting the more times you switch targets, "effectively" allowing you to scroll through all the potential targets in view. (I don't think having 2 binds for it gives you scroll forward and back capability. It would be nice though, P.A. get on that?)
