For multiplayer hangar, for the issue being textures not loading properly being beyond minimal quality, the best fix I use is to go to options, turn 3D rendering ratio ["Scaling"] (or whatever it's called, the first set of numbers) down to 50, back out, then go back in and change the numbers to 100.
But as for Campaign, a bunch of different post processing settings ["Post-Processing Quality, Screen Space reflection, Effect Quality"] need to be low ["Effects can be medium, and sometimes High"], and also, the 3D rendering ratio ["Scaling"] can't go above 70. 70 and down with a few other settings lowered actually has a high chance of the textures loading properly in hangar. Different hangars cause different mesh / texture loading issues. In my review I pointed this out. The game has a texture streaming issue and no, it was never fixed.
Also, there's a chance that when you play the new SP missions, especially the first one, the textures will again tank for the duration of the mission, and never fully load until you use the fix above. The settings people have written in other guides make sense usually but in the end this problem always comes back. A texture mod might force high quality textures though, but since I don't dabble in modding for this game someone else might be able to help you.
Other things to look at are the GPU driver settings for the game. I run performance favouring settings for speed but if I had to guess, the issue has to do with and Mipmapping / Mipmaps (L.o.D. [Level of Detail] reasoning) and how the specific game engine (and the unreal engine too) "automatically" handles texture quality: there are obviously different qualities of textures stored for different reasons like when an aircraft is far away, but the game is supposed to either overwrite that depending on settings or when the appropriate texture quality is required actually use the correct texture. For some error explanitory reason, the game gives up on loading the proper texture and defaults to the lowest texture quality for aircraft and other parts in some hangars. It may also affect other kinds of LoD like mesh quality and model detail.
Quick tip, try putting all of your driver settings (NVidia or otherwise) to default and put thein game game graphical quality preset to high and try again. (it probably won't work but it doesn't hurt to try.) Good luck
