He doesn't understand there will never be a solution to a war without collateral damage. This is a thing for thousands of years, and no solution to it: either intentionally or unintentionally.
In fact, the "collateral damage" term and activity against "unintentional damage to noncombatants" were coined by some pro-Socialism activists during the VN war, meanwhile the LASV in fact conducted a lot of military operations on the civilians who didn't stand with their socialism.
Now, the Conventions on War (Geneva Conv) only restricts excessive collateral damage, meaning the intention of killing non-combatant(including POW, injured, fatally wounded, etc): it doesn't say "You are not allow to conduct military operations within civilian area". This laws is to restrict and minimise damages to non-combatant, not to forbidden. Literally: If they have no lethal weapon in possession, you are not allowed to kill them.
