In furballs, it means whoever is targeting the plane, then targets another plane, or has to cycle through to get his mark back, if he's capable to, which is a huge distraction.
If a player is using EML or those long range missiles, it's also a logical setup.
You can't stack parts of the same kind. There's only one kind which gives your plane stealth, and another that allows you to counter enemies' stealth. They do different things.
Avoid it in TDM or if your plane excels at close-range knife fights. It won't do you much good.
