How to Beat Sol Squadrons Half-Kulbit Maneuver?
Sol squadron pulls this maneuver all the time. I'm probably mis-identifying it as a Kulbit, but they basically pull a sharp half-loop, turning themselves around and in the other direction they were going.

What's the best way to counter this maneuver besides doing the exact same maneuver yourself?

And those half-loops are a good opportunity to fire, if you're at the right distance and position.

Fire missiles. The turning arc is so narrow, you can usually score a couple of direct hits when the face you.

If you're REALLY good, you can unload some MG into them, which can and will destroy any missiles they fire as well, though this technique typically requires the US Vulcan machine gun, not the Russian 25mm Autocannon. (Couple Russian planes have a Vulcan, namely the Mig21 and 31)
'half-Kulbit' ah the pugachev's cobra fire missiles as they begin they'll get smacked by them 10/10 times (get on tail and spam away)

Based on OP's description, I think he means the full Kulbit, because the aircraft changes direction, but either way, when they start a Kulbit, missiles and guns can both score serious damage if you're ready.
Kulbit is just a very tight backflip, what OP is describing is similar to a cobra , only the aircraft rolls over at apex to shoot off in opposite direction. https://en.wikipedia.org/wiki/Kulbit

Strange, I've never actually seen Sol Squadron do this, (Hard/Ace Only player), normally they do the full Kulbit since it leaves them less vulnerable than the Cobra.

On mission 15 when they do the post-stall maneuver, they almost come to a dead stop in the air and consequently can't dodge the missiles coming at them!
