And that's taken into account, the devs would'nt put a 3 minutes limit if there was 3 minutes of unskippable dialogue, so invalid argument. Wait till you try the guns only medal.
The game being an arcade shooter, you have what those kind of games do : bosses with patterns and only a few vulnerable frames. You missed the opportunity to shoot ? Wait for the next one. Simple as that.
If you consistently hit Mihaly, he runs early. He doesn't fly on a fixed countdown. About 3-4 missiles should make him run.
But this is ace combat, that's how it is. Unfortunately if they didn't give him invulnerability, you would get moments like gault squadron members talking from the grave.
