The HUD slides off the target even when I'm focusing on it.

You need to point your aircraft's nose at the target until the bomb hits. Holding Y/triangle/target switch won't suffice for this.

I'd recommend doing it in a divebomb position from above.

centre of crosshairs must be centered on the silo's. You can't fly around and track it like it shows in the briefing. You have to literally stay in a straight line with the crosshairs on target heading towards the target in order for it to hit accurately.

You mean the areas where the wind is pushing you off course? You'll have to try and correct with yaw and / or bank. Coming in from a different direction might also help, but I'm not sure if the wind is modelled in such a way that you can hit it head-on if you change your approach angle accordingly.
