There's a reason behind it, but I have no idea what it is. Probably because people don't want to spend a lot of time in one mission.
I myself am a type of leisure guy, but timer addition like this kills the fun of "pranking enemies". Talk about fuel IRL, because, yeah, planes run on jet fuel.
Ace Combat X is one example that timer duration can go halved or something like that if you proceed on a mission while another factor like non-captured places are there.
PLSL or EML in that mission work well IMO. You can get 60k+ points in that mission, or 3 times more in Ace if you use TLS damage/range mod (yea, score cheating, what are the odds?).
Also, because the game uses a per-mission queue of dialogue that's finite and that tries to cover most of the mission time with banter to entertain players.
I am a series veteran and I lost to the timer in my frst playthrough on easy, but it gets super doable in replays. These days I clear out score attack maps easily with the PLSL on an Su57 and then am stuck waiting for extra respawns for at least 1 minute.
Also, once you get better, the game becomes much more frantic and it's OK to interval that kind of condensed gameplay because it gets draining. Even playing 1 hour after work can make me feel satisfied in terms of action dosage.
