I really don't understand why Bandai Namco didn't tell us, there is this option?
So then maybe you have somting wrong in {steam} - {settings} - {controller} - {general controller settings}. Don't know why , but when is {Generic Gamepad Configuration Support} check, then joystick don't work in game.
So uncheck that, if you have checked.
Slider on t16000m control throttle to in default. Copy paste the OP seting in yours input.ini and it will work corect.

Throttle to In-Game:
0% throttle = 0% Output
100% throttle = 100% Output
Any values in between "OFF / 0" and "FULL / 100" are almost variable. I want to force it to use absolute outputs based on a linear curve. So 25% Z (throttle) actually equals 25% output in-game. Is there a way to add code to the output in the "input.ini" to fix this? Or, do I need to edit a different file?
You need to make sure that the joystick's Flight_Throttle assigned line is blank. The game averages the two inputs together if you have both joystick and throttle Flight_Throttle= set to something. So only the TWCS Flight_Throttle should be set to Z.
