Try verify the game files integrity and try again. Uninstall and reinstall the game if it's still happening. If nothing works, then maybe some graphics configuration preventing it.

If there is one, check the error logs (click on "more details" button).
Try deleting all the *.ini files from C:\Users\yourname\AppData\Local\BANDAI NAMCO Entertainment\ACE COMBAT 7\Config
and then try setting it up again and see if it helps.
do you have appdata folder at all?
try searching %appdata% but perhaps hidden files are configured to remain invisible so try this:
Open Windows Explorer.
Click Organize in the blue bar at the top of the window, then click Folder and search options.
Click the View tab
Check the box to the left of Show hidden files, folders and drives, click Apply, then click OK.
Click the C Drive option in the left column of Windows Explorer.
Double-click the Users folder.
Double-click the user whose AppData folder you want to find.
Double-click the AppData folder.
Also, I've been reading throughout the issues you have. If not the config or OS, then it could be something else (GPU not supporting DX11, OS and GPU not compatible etc.). There are many ways that can go down.
