...change 1 to 0 to turn if off.
I've tried to delete the config file before and then start the game but without verifying the game integrity. I also contacted Steam support whom suggested to do a steam://flushconfig, restart and then verify the game integrity. It didn't help, so I'm glad your suggestion above did.

The way you worded this makes me really think that's your problem. fps_max isn't something you set on or off, it's always on.
I think the default is 72 and the maximum value you can set it to is 99, so I'm curious what commands you were entering. I'd think someone trying to "turn it off" would probably try things like fps_max 0, and that's probably what was wrong. You just needed to set it to a higher value.
So, yeah that would probably have solved my problem.
However, deleting the config file and re-verifying the game cache, as IronCore mentioned,
did the trick.
I finished Opposing Force SP a few days ago, and I just found out about the in-progress Operation Black Mesa. I hope that it eventually gets a Steam release, like Black Mesa, which is just stunning.
Maybe it doesn't work in Steam verison anymore, but you've always been able to override the frame cap by using "developer 1" in the console.
