It will never be "fair" or "balanced".
plus this isnt the only game where the player is weaker than the enemy,doom eternal and prey are good examples

I've found this idea of the infinitely respawning ennemies room to be against Valve's game and level design and it was kinda unintuitive.
Being harder =/= being better.
Half-Life had a much better balance.
