Well, DLC is just another way of saying add-on and downloadable content existed since the late 90's.
Technically a DLC could also be a patch or an update, the early internet could allow you to get some new content in your game.
yeah, but today Steam just downloads the files you need from the base game that are needed to run the expansions. not just for hl, i have the Quake expansions and it works the same.
Blue Shift did had a standalone release back in 2001.
