Solution to performance!!!!!
Beyond changing from your integrated GPU, which I didn't have. I found a weird work around that I prove works with my computer. It may not help you but it helped me so why not?

I have SLI 970s and an i7 5930k

I got 22 fps max when trying to run the game, but one day it fixed itself so I shut off my PC before bed and was ready to play batman tomorrow. I woke up and it didn't work.

I found out just now after testing, for some reason Batman only runs at full performance after starting a different game first. Sounds stupid but it works. I tested it 3 times with different games and same result everytime.

I would try batman 3 times after boot up = 22 fps

Would try Batman 3 times after opening a game right after boot up = 140 fps minimum

Did this 3 times to confirm, not sure why this works but it does.

I did not believe you at all, but you're right! It works!

In any large scene I'd get like 17 fps with an rx 480. Running fallout 4 and then starting batman while it's still running have me at a solid 60 in all situations. I have no idea how that works, but it does!

More people need to know about this!

Yep, its crazy. I have been working with gaming computers and computers in general for a long time, but I have no reasonable explanation to why this works lol.

Open a different game before playing Batman.

For example:

Turn on PC, then open CSGO, then close CSGO, then open Batman.

This worked for me, for some reason Batman can't be the first game I play.

This is just like the Fallout 3 fix I employ where you download THIS ONE SPECIFIC FILE AND FROM THIS ONE SPECIFIC PLACE, SIMILAR FILES DON'T WORK FROM ELSEWHERE and it works like magic!

Thank you for that, OP. Maybe the game is failing to initialize some DirectX components and essentially rides on the open processes of another DirectX game?

That sounds logical I guess lol

Batman is just cursed on PC maybe as well.
