I chose Gordon. I don't think there will be a difference if you pick Vicki or Gordon, except on the last cutscene of Episode 1.

I think he will be come Commissioner sooner depending on your choices, or he becomes Commissioner in the last episode depending if you made other choices.

I thought about it for a while.The police force is corrupt and although Gordon is the only cop Bruce could trust, there are no guarantees that the data would stay with him.
I chose Vikki. There will be a difference in future chapters. For example Publishing the story has made Vikki a target, so maybe in a future episode you will get a chance to save her from Calpone's goons
