As described by Spectra, uninstalling the whole game and then deleting any and all files from the computer related to the game (such as "Telltale Games > Batman The Telltale Series" folder in My Documents) and reinstalling did the trick. Granted it took 3 reinstalls but somehow it worked in the end. My theory is that it may have something to do with old installation/save files if you've played the game before (Episode 1 was free). The sign that you've fixed it would be that Ep2-5 would start showing "Start Ep2/3/4/5" instead of "Download Ep2/3/4/5" because technically, the Steam version downloads all of them together if you have the season pass or have purchased all episodes previously. Another sign was that I got the options to adjust screen brightness and set Bat tech colors this time around, which I never got before when it was screwed up so that's another clue that it's fixed. Leaving it here for anyone who might stumble upon this post in the future. I also turned off Steam cloud and ensured I wasn't logged into Telltale's server in-game as well as not having any savefiles on the disc or in the cloud so that may have helped, I'm not sure. Granted, I had to restart Ep1 all over again after fixing the issue but its much better than the alternative.

I'm thinking of applying for a refund. This is bullsh1t. I didn't pay that much money just so I could play the only episode which is already available for free.

Damn! They denied the refund request because in the process of troubleshooting this issue, I crossed the 2 hour playtime threshold requirement of the refund policy. I tried to tell them that its a common issue among other players as well but Steam won't listen. What a waste. I bought two games, two DLCs and 10 episodes out of which I can only play the one which is already offered for free. So much money down the drain.

I've been experimenting with this. If download errors occur its most times steam save file handling. They didn't get separate handles to save files from the free version and paid version of telltale games and episodes, so this issue can appear in a lot of telltale's games. With limited support, your safest bet if any of this happens is to delete the game folder under Documents/Telltale Games/*any game* and disable cloudsave (better check file integrity as well) both on telltale and steam for this game. When you finally get your good save file, you can reenable cloud save on steam but this time chose the local save. Hope this helps anyone like me who wanted to revisit this games.
