repair kits stop working

After I'm able to use enhanced tool kits, which increase repair speed, the normal repair kits get stuck with the enhanced kit's animation and they no longer repair my vehicles. I'm only able to repair with the enhanced tool kit anymore. I don't know if this is a feature or a glitch.

I've been using both regularly and haven't seen any issues so far.

oh sorry for the late reply. It's a clean install. Vanilla. If I use an enhanced toolkit in any part of my session, it gets defaulted to that speed and doesn't repair my vehicles unless it's an enhanced.

when you say clean install, mods typically are not in the games install folder.

Did you clear out the cooked folder in the save location?

My game is clean as in I have not modded it. It's vanilla.

Have you started a new community and tried? Maybe somethings bugged on your specific save?

actually yes, I was at the end of a leaders legacy and I decided to start a new run which was the story based one (the rookie cop and ex con) I got to where I could make the enhanced tool kits and yet again, I tried to use a regular toolkit and it mimicked the frames of the enhanced toolkit but did not repair the vehicle
