What happens after you have completed the tutorial is that you continue as normal. A normal game has you start off with 3 survivors with a car that is empty of gas some way off the starting base on the selected map. You then run there and claim it, and then there are a few standard hardcoded missions that has you survey the area, get some Materials, and lastly help a nearby enclave without any other missions interfering. After that is complete, the real open-world game starts and you are on your own.
The tutorial is an extended version of those hardcoded starting missions, basically.

When you send npc's to the legacy pool load them up with stuff in there slots and put a ruck sack on there back then send them.
