I've sinced played a few hours (today) and the infestations became a bit more consistent. You can kind of see them forming as you drive along in plague zones i think. it's a pretty cool concept! tragically i don't think anyone will ever be sieged now. it's so easy to avoid
I just watched a set of infestations get close to my base and make siege locations. great, time to fight because there's a big mass there.

Dumped a low level outpost and slapped down a brand new one that covered my based and the siege infestation. Hit the mine button.
All zombies, including Jugs, instaexplode. Siege over. This preventative method only cost a little, but it did a lot. Also lasts 3hrs on Nightmare.

In a similar vein, the outpost defenses should probably scale in size and damage with Outpost levels.
Level 1: send a survivor to rifle cover for a bit. Doesn't kill Juggies or helmeted ferals. Slow as usual, just like a watchtower, and with short range. Probably adds a nice spot on the roof to shoot from.
Level 2: Better rifle, better range. Now with lures. (allow more choices like fireworks).
Level 3: Same as 2, but add the mines on a much slower explody timer. Better lures.
