Pressing Escape doesn't do anything.
My internet provider either was doing some maintenance or something was faulty once when I wanted to play State of Decy 2.
So I started Steam in offline mode and then fired up SOD2 and it was no problem playing the game with no internet. You obviously can't play coop with friends but everything else works just fine.
