But it could just be some screwery with the save file syncing and steam cloud.
Uninstalling the game wont help in either situation. You have to delete the save folder and let steam cloud repopulate.
The save folder can be found by typeing
%localappdata%
into the windows taskbar and pressing enter.
In the window that pops up, look for the stateofdecay2 folder. Yhen cut and paste that stateofdecay2 folder to the desktop. Steam cloud should repopulate it
\AppData\Local\StateOfDecay2\Saved\Steam\numberstring\numberstring\Release\v2\
What was said above, verify files.
Also, shut down completely to clean that cache. Use a PC cleaner if you need to. Use memory check and video check to make sure not failing hardware issue.
That done...
If the bug is in the save, and you try to make new community and it repeats, then you will need to delete the save unless you can roll back to earlier game version.
see if it is able to read in your old save file. if it does, export the survivors and the locker content and import them to a new save. you'll lose most progress (plague heart kills, enclaves and such) as it basically is starting again on a new map, but it does get rid of issues and bugs that tend to start happening on long running communities
