If I have, it was in a previous save with a different community. The message has been on screen since I started.
I started a new community, because I wanted to start over from scratch. But I guess I didn't? I deleted the old save, but only after I'd started the new one. I'm too far in, now (and frankly not much enjoying it anyway) to start over again. Maybe time to uninstall for a while again.
Bounty quests are well posted by Ladez to explain why you still see the bounty award.
If you quit it's just what the zeds wanted. Take your challenge to them... not the other way.
It's mostly that I have a message on my screen about someone I've never met (this time round, anyway), doesn't show up in the list of missions, and never goes away. Doesn't even say where it is, and I didn't know (or forgot since playing the first group) that it even existed. It looks like a bug. And I'm guessing it doesn't go away when you pick up your prize, either.
Special Traders are the Bounty Broker, Mysterious Wandering Trader, and Rare Skills Trader.
These unique individuals are briefly covered in the manual found on your library page.
They are also high performance assets when you understand their presence.
Wiki has detailed info about Broker and the other two traders you need to know about.
If it seems complicated take them one at a time and keep going over it.
The most difficult aspect of SoD2 is the amount of info you need to know to survive.
