I can't remember who is Reba but what I do remember from my second playthrough is that when I wanted to "unlock" a character, I just drove by the locations I found them in the first playthrough and their mission would pop up.

@shmodzilla: Is that on Larissa/Aunt Fi or Quincy/Helena playthrough? I never got that mission. I did get Xander's mission and I supported both sides on different playthroughs.
Just don't complete to many of the main missions fast, take your time to play.
After you turn down Mickey and he respects you for it then go to Reba's house and search the open air garage and it should trigger it soon after.
I actually just recruited Reba and I'm with Quincy+Helena, which means you're wrong, its not just for who starts with Larissa+Fi.
Get your facts checked before you post stuff like this. That will lead people to take the wrong decisions because of bad Intel
That's 100% wrong. I just played the Quincy Story and I had Reba in my community.
As mentioned you'll get a mission to retrieve a bottling machine from the Wilkersons - then another to get a water cooler off Ray Santos for a "failed" car repair.
That's when it becomes clear that she's a drunk and all the problems/disputes are basically her fault.
After you've completed both quests - she's contact you later and be waiting outside the base. To be honest she's a bit surplus to requirements - already had enough food from Malik's farm. All other resources had a + net gain too.
This was quite late into my campaign - around the same time you'll have a story mission to meet Dr Hoffmann on the Marshall Fire Station roof.
You should get a mission popping up for Diana around the same time.
The first near the farmhouses just outside Marshall and the second appeared near a coffee stand in Marshall - near the former military base/football field.
She's a great follower with that sword she uses.
