The Soldiers often have Discipline as an option for Mental specialization, which is by far the best option.
What I must say, though, is that previously, the Soldier enclave members tended to have no 5th skill, Driving, Engineering, Munitions or Chemistry. Other 5th skills than this was a rare find, so you could trust them to fill out the blanks when you recruited them to go to 12 survivors. Most had no 5th skill, which is of course the best option when you already have 9 survivors.
The last 6 months or so, the devs did something to make the possible 5th skill of the Soldiers enclave completely random. The same goes for the Alcoholics enclave; before, just Bartending, no 5th skill and Chemistry. Now, you're lucky to get a single Bartender.
So, I have resorted to the Community Editor to simply fix the first trio that I recruit for the 10th-12th survivor so they have no 5th skills. I try to not look at the other things while doing so.
Meaning that the Soldiers enclave are not as good now as they used to be previously.
One time, I gave up faith recruiting standard survivors after 8 of them in a row on one map just straight up garbage traits. Then one soldier enclave spawned and when its time to recruit one of them the one I chose to recruit turned out to have "Military Contractor" & "Never Been Sick" & "Audio Engineer"
That is not true, it is 100% random, soldiers tends to have traits that are soldier related and those tends to be close combat, assult not always but most soldier traits are that.

I literally shared what I've got last week playing in SOD2 in my FC. Minus the ♥♥♥♥♥♥ survivors recruited as a whole enclave (3), the 5 others survivors all from 5 different enclaves with different associations and backgrounds (no soldiers) and all have at least 1 crappy trait. The first soldier enclave I got on that map and worked my way to able to recruit one have those traits.
You on the other hand need to shut the ♥♥♥♥ up and bring evidence if you want to provide different insight.
Edit: If you think you know so much about soldier type enclaves why even ask here if you are not going take other people's opinion with a grain of salt and just straight up reply by splashing them with a bucket of water.
They have had real good hero bonuses in my game.

Soldier from soldier enclaves get 1 of the following traits. the rest are random.
Cause I dont see the point of people wanting close combat specalists and assult specialty as they mentioned before they reduced the likelyness of having more useful skills so they nerfed them, as before tehy were more likely to be better and they arent now... thats why I asked as most of the time now they are quite bad and dont have good traits as before they usually had more good traits or at least some good talents so they could been like carpenter, medic, mechanic etc.
how do u get over 9 limit though? It just says your community is full
By canceling the enclave project of the Soldiers, Alcoholics or Mechanics. They will then join you as a trio.

Can you tell me more about going 12 survivors and recurring enclave people without a 5th skill?
I currently have 9 or 10 survivors and it says I cannot recruit from enclave, cannot recruit from legacy, and cannot recruit from red talon radio call. I’d love to find a way to get more survivors with a blnak final skill slot.
Yeah 9 survivors is normally the limit. Going up to 12, which is the hard cap, requires special missions.
Going to 10 is possible in several ways; the police brother personal mission; one other personal mission (can't remember which atm); recruting the runaway from the Mechanics or Soldiers special enclaves; recruiting the inside man in the Warlord Legacy endgame missions; hiring a Red Talon Contractor.
Going to 12 is also possible in several ways: There are 4 special enclaves who offers to join as a trio when certain conditions have been met.
* The Pathetic Survivors will eventually offer to join if you give them food enough times; they are very bad survivors, though; with multiple negative traits and usually useless 5th skills.
* The Mechanics Enclave will first want you to help them locate a broken-down Norma as their first misison. The second mission is when they want to move into a Secken's Auto Repair. If you refuse, they will later offer to join.
* The Soldiers Enclave first mission is first a rescue mission as one of them is bogged down in an Infestation. He then wants you to help take out another Infestation, and upon completion you're to take him back to his base. The second mission is when they want to return to their previous base. If you refuse, they will later offer to join.
* The Boozehounds Enclave first mission is a rescue mission where one of their members have been on a real bender and wakes up in an Infestation - you take him back to his base afterwards. The second mission is the one where they want to set up a still, but need some Parts to do so. If you refuse, they will later offer to join.
The two latter are the primary targets for this, as the Alcoholics (which is what I call them) quite often have Chemistry, no 5th skills or Bartending. The Soldiers have been a bit nerfed, as I mentioned earlier, but they are still good additions to your team, despite not having Gunslinger. Often very good traits and a good chance of having Discipline.
